Anti-dumping duty is imposed at 'all other rates' on the exporters who had not participated in the investigations. But, after the recent DSB panel report the investigating authorities are required to revisit their current practices though there is a lacuna in the Anti-dumping Agreement itself. On the WTO front this August-2012 issue of "International Trade Amicus" covers Dispute Settlement panel report where it had found that China's measures affecting electronic payment services violate certain provisions of the General Agreement on Trade in Services (GATS). USA has sought for consultations with China on anti-dumping and countervailing duty imposed by the latter on certain automobiles from USA. Further, World Investment Report released by UNCTAD analyses the trends in Investor-State Dispute Settlement and suggests reforms for bringing greater transparency. Customs, Excise and Service Tax Appellate Tribunal (CESTAT) has set aside the sunset review recommending anti-dumping duty on products under different classification.
