Anti-dumping measures are not favoured though not prohibited by the WTO Agreement where cheap import of goods from the foreign market causes or threatens to cause injury to the domestic industry. India is a major user of the anti-dumping instrument. Handling representation before the investigating authorities and judicial review forums are two major areas of work in this domain. A domestic industry may seek imposition of anti-dumping duty or an exporter/importer may oppose the levy of antidumping duty and would require representation in India or other countries like the EU, USA, Thailand, Korea or South Africa. Appellate proceedings are also conducted before Indian Tribunals, High Courts and the Supreme Court.
