India is also a frequent user of safeguard measures when there is a sudden surge of imports. Unlike anti-dumping or countervailing measures, safeguard measures are applicable to all imports irrespective of the country of origin. The Indian domestic industry, importers, foreign exporters and other governments are called upon to present their case satisfactorily before the Indian safeguard authorities as well as before the judicial authorities to ensure that there is no abuse of the procedure.
